Assalamu alaikum
What is ruling of using tissues for cleaning after going to toilet. Some people say it’s halal to use tissues to clean for ladies as well. Especially when going outside where there is no tap water facilities in the toilet like here in Australia . And is there any gender difference for this rule to apply? is there any numbers like need to wipe 3 times atleast, etc?

The majority of the contemporary scholars of the four schools that allow stones also allow tissues in place of stones.
The Shafi’s and Hanbalis require 3 minimum cleansing wipes with toilet paper in the same manner that they would with stones.
So, according to the Shafi’s a woman can do istijmaar ( using stones for istinjaa) after urinating, as long as she isn’t certain that the urine reached the external area of the vagina, in that case (if she is certain it reached) she must wash it with water. If she’s not certain if it reached, its still preferred to wash but not necessary. The same ruling would apply when using paper.

قالَ أصْحابُنا الرَّجُلُ والمَرْأةُ والخُنْثى المُشْكِلُ فِي اسْتِنْجاءِ الدُّبُرِ سَواءٌ وأمّا القُبُلُ
فَأمْرُ الرَّجُلِ فِيهِ ظاهِرٌ وأمّا المَرْأةُ فَنَصَّ الشّافِعِيُّ رحمه الله عَلى أنَّ البِكْرَ والثَّيِّبَ
سَواءٌ فَيَجُوزُ اقْتِصارُهُما عَلى الحَجَرِ وبِهَذا قَطَعَ جَماهِيرُ الأصْحابِ فِي الطَّرِيقَتَيْنِ وقَطَعَ
الماوَرْدِيُّ بِأنَّ الثَّيِّبَ لا يُجْزِئُها الحَجَرُ حَكاهُ المُتَوَلِّي والشّاشِيُّ وصاحِبُ البَيانِ وجْهاا
وهُوَ شاذٌّ: والصَّوابُ الأوَّلُ: قالَ الأصْحابُ لِأنَّ مَوْضِعَ الثِّيابَةِ والبَكارَةِ فِي أسْفَلِ الفَرْجِ
والبَوْلُ يَخْرُجُ مِن ثَقْبٍ فِي أعْلى الفَرْجِ فَلً تَعَلُّقَ لِأحَدِهِما بِالآخَرِ فاسْتَوَتْ البِكْرُ والثَّيِّبُ
إلّا أنَّ الثَّيِّبَ إذا جَل سَتْ انْفَرَجَ أسْفَلُ فَرْجِها فَرُبَّما نَزَلَ البَوْلُ إلى مَوْضِعِ الثِّيابَةِ
والبَكارَةِ وهُوَ مَدْخَلُ الذَّكَرِ ومَخْرَجُ الحَيْضِ والمَنِيِّ والوَلَدِ فَإنْ تَحَقَّقَتْ نُزُولُ البَوْلِ
إلَيْهِ وجَبَ غَسْلُهُ بِالماءِ وإنْ لَمْ تَتَحَقَّقْ اُسْ تُحِبَّ غَسْلُهُ ولا يَجِبُ: نَصَّ الشّافِعِيُّ عَلى
اسْتِحْبابِهِ إذا لَمْ تَتَحَقَّقْ واتَّفَقَ الأصْحابُ عَلَيْهِ واتَّفَقُوا عَلى وُجُوبِ غَسْلِهِ إذا تَحَقَّقَتْ
نُزُولَ هُ
