Question:

Which surahs is sunnah to read in Witr salaah?
There are several narrations which make mention of different Surahs in the different Rak’aat of Witr.
1) Surah A’laa, Kaafiroon, Ikhlaas
2) Surah Qadr, Nasr, Lahab
3) Surah Zilzaal, Kauthar, Ikhlaas
4) Surah Takaathur, Asr, Kaafiroon
5) Ikhlas, Falaq, Naas
6) A’ala, kafiroon,(3 surahs in the last rakaat) ikhlaas, falaq and An-naas.

Answer:

Wa alaykum salam.
The following combinations have been narrated from the Prophet صلى الله عليه وسلم.
1) Surah A’laa, Kaafiroon, Ikhlaas. (Narrated by Tirmidhi, Abu Dawud, Ibn Majah and Nasai.)
2) A’ala in the first, kafiroon in the second and surahs Ikhlaas, Falaq and An-naas in the third. (Narrated by Tirmidhi, Abu Dawud, Ibn Majah.)
3) Surah Takaathur, Qadr and Zilzaal in the first raka’ah, surah Asr, Nasr and Kawthar in the second and surah Kafirun, Lahab and Ikhlas in the third. ( Narrated by Tahawi in Sharh maani al Aathar Ahmad and Tirmidhi).
Mufti ʿAbd al-Raḥīm Lājpūrī Ṣāḥib interpreted the third combination in this manner;
(Fatāwā Raḥīmiyyah 5: 235).
According to him, the ḥadīth provides three different combinations, reciting one Sūrah in each Rakʿah as per the following:
(1) Sūrah 102, 103 & 109 (al-Takāthur,al-ʿAṣr, al-Kāfirun).
(2) Surah 97, 110 & 111 (al-Qadr,al- Naṣr, al-Lahab).
(3) Surah 99, 108 & 112 (al-Zilzāl, al-Kawthar, al-Ikhlāṣ).
However, the narration of Sunan al-Tirmidhī, Musnad Aḥmad and other collections is explicit in that the Prophet صلى الله عليه وسلم would recite three Sūrahs in each Rakʿah a total of nine Sūrahs in Witr Ṣalāh. It should also be noted that these nine Sūrahs will be recited in the order outlined above.

Fatwa taken from
Mufti Yusuf Shabbir.
What is well known in the Hanafi position is that it is established through the sunna of the Prophet (peace and blessings be upon him) that it is recommended to recite:
Surat al-A`la in the first rakat of the witr prayer, after the Fatiha;
Surat al-Kafirun in the second, after the Fatiha;
and Surat al-Ikhlas in the third, after the Fatiha.
However, it is recommended not to recite this in every single witr prayer, lest one start thinking it to be necessary and as a result neglects the remaining surahs/verses of the Quran.
