Zakaat on vacant Land
JazakAllah khair for your efforts and time to help the Muslim community in much-needed fiqh related issues.
My father in law sold some of his property and gave some money to his children including my husband. My husband bought a block of land in our country of origin. He just wanted to secure that amount of money and at that time as well as now he doesn’t plan to build any house on it, nor does he want to re-sell it. He might give it to our son when he grows older but that too is not confirm as our son is only in early teens. The gist is that it was to secure that amount, nothing else.
Does he need to pay Zakaat on it? We discussed it with a mufti sahab in dar ul Ulum Karachi and he was of the view that since the intention of my husband is not clear (genuinely), therefore he doesn’t need to pay Zakaat on it.
The reason I am asking this is that I get worried we are transgressing. May Allah keep us all safe, Aameen

The Respected Mufti’s answer is indeed correct. There will be no Zakah payable on the above land. Part 3 of our Zakāh series will deal with land ownership and Zakāh انشاء الله.
